WALANG PASOK: Class Suspensions for Tuesday, September 1, 2026

Classes and face-to-face learning will be affected in several parts of Luzon on Tuesday, September 1, 2026, due to continued heavy rainfall associated with the enhanced Southwest Monsoon or Habagat.

In the latest development, Malacañang issued Memorandum Circular No. 133, directing government offices in 15 provinces in Luzon to implement appropriate alternative work arrangements. Public and private schools at all levels in the covered areas will likewise implement alternative learning modes and learning continuity measures, unless otherwise directed by their respective local chief executives.

The directive was issued in anticipation of continued heavy rainfall that could cause flooding, traffic disruptions, and other weather-related hazards.

Areas Covered by Memorandum Circular No. 133

Alternative learning modes and learning continuity measures will be implemented in public and private schools at all levels in the following provinces:

• Ilocos Norte

• Ilocos Sur

• La Union

• Pangasinan

• Abra

• Benguet

• Kalinga

• Mountain Province

• Apayao

• Batanes

• Nueva Vizcaya

• Zambales

• Tarlac

• Pampanga

• Bataan

Government agencies responsible for basic and health services, disaster preparedness and response, and other vital services are required to continue their operations and provide necessary services. Meanwhile, the suspension of work or implementation of alternative work arrangements in private companies and offices will be left to the discretion of their respective management.

Local chief executives in areas not covered by the memorandum may also order localized class or government work suspensions depending on conditions in their respective areas.

Separate announcements have also been issued by schools and local government units.

University

• University of Santo Tomas (UST) — All levels will shift to Enriched Virtual Mode of Instruction

Rizal

• Montalban (Rodriguez) — Classes suspended at all levels, public and private

Prior to the issuance of Memorandum Circular No. 133, several LGUs in provinces now covered by the Palace directive had already announced their respective class suspensions or shifts away from face-to-face learning.

Pangasinan

• Bugallon — All levels, public and private, until September 2, 2026

• Basista — Preschool to Senior High School, public and private

• Bayambang — All levels, public and private

• Mangaldan — No face-to-face classes, all levels, public and private

• San Carlos City — All levels, public and private

• Alaminos City — All levels, public and private

• Urbiztondo — All levels, public and private

Pampanga

• Guagua — All levels, public and private

• Sta. Rita — All levels, public and private

• Santa Ana — All levels, public and private

Tarlac

• Camiling — No face-to-face classes, all levels, public and private

• Gerona — No face-to-face classes, all levels, public and private

• Paniqui — No face-to-face classes, all levels, public and private

• Sta. Ignacia — No face-to-face classes, all levels, public and private

Benguet

• Entire Province of Benguet — Face-to-face classes from Preschool to Senior High School in public and private schools are suspended.

With the issuance of Memorandum Circular No. 133, Pangasinan, Pampanga, Tarlac, and Benguet are now among the 15 provinces covered by the national government directive on alternative learning arrangements for September 1.

Parents, learners, teachers, and school personnel are advised to closely monitor announcements from Malacañang, their local government units, schools, and other concerned authorities, as additional localized suspensions or changes in learning arrangements may still be announced depending on weather conditions.
