GOOD NEWS FOR TEACHERS: Higher Pay, ₱10K Allowance, More Benefits and Promotions in 2027

Public school teachers are set to receive greater support under the Department of Education’s proposed ₱975.96-billion budget for 2027, with increased funding for salaries, allowances, benefits, career progression, training, and additional personnel.

The proposed DepEd budget is 5.11 percent higher than its 2026 National Expenditure Program level. Of the increase, around ₱61.02 billion will go to additional Personnel Services funding for teachers and other DepEd employees.

Higher Salaries in 2027

Government workers, including public school teachers, are expected to receive the fourth tranche of salary adjustments under Executive Order No. 64.

For Teacher I under Salary Grade 11, the monthly basic salary is projected to increase from ₱31,705 in 2026 to ₱33,387 in 2027.

₱10,000 Teaching Allowance and ₱38.78 Billion in Benefits

The proposed budget also allocates ₱38.78 billion for benefits under the Magna Carta for Public School Teachers and other personnel benefits.

This includes:

  • ₱25.04 billion for Personnel Economic Relief Allowance (PERA)

  • ₱5.80 billion for Special Hardship Allowance

  • ₱648.10 million for teaching overload honoraria

  • ₱7.30 billion for medical allowance of up to ₱7,000 for qualified personnel

Public school teachers will also continue receiving the ₱10,000 annual Teaching Allowance, with ₱10.36 billion proposed for around 1.036 million teaching and teaching-related positions.

₱12.09 Billion for Expanded Career Progression

Funding for the Expanded Career Progression program is proposed to increase to ₱12.09 billion in 2027, almost double the ₱6.15 billion allocation in 2026.

The amount is expected to support the reclassification and promotion of around 135,063 teachers nationwide, providing more opportunities for career advancement beyond the traditional Teacher I, II, and III positions.

More Training and Support Personnel

Another ₱3.02 billion is proposed for the training and professional development of DepEd personnel, including ₱1.86 billion for in-service training and other learning and development programs.

The budget also provides ₱840.59 million for 2,135 additional positions, including School Principal I, Project Development Officer I, and Administrative Officer II positions.

The additional personnel are intended to reduce teachers’ administrative workload so they can devote more time to classroom instruction.

Overall, the proposed 2027 DepEd budget places significant emphasis on improving teachers’ compensation, benefits, career opportunities, professional development, and working conditions as part of the government’s broader investment in basic education.
