Government Employees to Receive 2026 Year-End Bonus and ₱5,000 Cash Gift With First November Payroll
Under DBM Budget Circular No. 2024-3, which amended Budget Circular No. 2016-4, the Year-End Bonus and Cash Gift must be released simultaneously with the first agency payroll for November.
The policy allows eligible government employees to receive their benefits earlier than under the previous schedule, which prohibited payment before November 15.
How Much Will Government Employees Receive?
Qualified personnel are entitled to the following benefits:
Year-End Bonus: Equivalent to one month’s basic salary as of October 31, 2026.
Cash Gift: An additional ₱5,000.
For example, a government employee earning a monthly basic salary of ₱30,000 as of October 31, 2026, would be entitled to a ₱30,000 Year-End Bonus plus the ₱5,000 Cash Gift, bringing the combined amount to ₱35,000, before any applicable deductions.
The actual amount of the Year-End Bonus depends on the employee's basic salary, while the Cash Gift is fixed at ₱5,000 for fully qualified personnel.
Who Is Qualified to Receive the Benefits?
Under the applicable DBM guidelines and the FY 2026 General Appropriations Act, government employees must satisfy the following conditions to receive the full Year-End Bonus and Cash Gift:
Still in government service as of October 31, 2026.
Rendered at least four months of government service from January 1 to October 31, 2026.
The four-month service requirement may include authorized leaves of absence with pay.
The benefits generally cover qualified civilian government employees, including public school teachers, as well as military and uniformed personnel.
Covered employees may hold regular, temporary, casual, or qualifying contractual positions, subject to applicable compensation guidelines.
However, individuals engaged through job orders or contracts of service without an employer-employee relationship are generally excluded from these particular benefits.
Employees who retired or separated from government service before October 31 may also qualify for proportionate benefits under separate applicable rules. Personnel with less than four months of service may qualify for a prorated Cash Gift even if they are not entitled to the full Year-End Bonus.
DBM Streamlines Release of Funds for Salaries and Benefits
In another development, the DBM introduced a more efficient process for addressing funding deficiencies involving government salaries and employee benefits.
Through DBM Circular Letter No. 2026-10, dated September 30, 2026, the department streamlined the processing and release of funds for covered Personnel Services deficiencies for FY 2026.
Instead of requiring government agencies to submit a separate request for certain funding deficiencies, the DBM can now use updated personnel records and financial accountability reports to determine funding requirements and facilitate the release of the necessary funds.
The streamlined process covers several compensation and benefit items, including basic salaries, salary step increments, Personnel Economic Relief Allowance (PERA), uniform and clothing allowances, mid-year bonuses, Year-End Bonuses, Cash Gifts, medical allowances, and Productivity Enhancement Incentives.
However, certain funding requirements, including deficiencies arising from personnel actions undertaken after September 30, 2026, still require separate budget requests.
The measure is intended to reduce administrative paperwork, improve government efficiency, and help prevent unnecessary delays in processing employee benefits.
More Than 1.9 Million Government Personnel Covered by 2026 Mid-Year Bonus
The government's annual bonus programs provide financial support to a substantial number of public servants nationwide.
For perspective, the DBM reported in May 2026 that more than 1.9 million civilian, military, and uniformed personnel were covered by the FY 2026 Mid-Year Bonus, with ₱73.456 billion allocated for that benefit.
Although this figure demonstrates the scale of government employee benefit programs, the final number of eligible FY 2026 Year-End Bonus recipients will depend on the applicable qualification requirements.
Recognition of Government Employees' Dedication and Service
The earlier payment schedule is intended to give government employees greater financial flexibility ahead of the Christmas season.
For many public servants, including teachers, healthcare workers, administrative employees, law enforcement officers, and other government personnel, these benefits provide additional resources for household expenses, savings, and holiday preparations.
More importantly, the Year-End Bonus and Cash Gift represent the government's recognition of the dedication, hard work, and sacrifices of public employees who continue to serve Filipino communities.
Qualified personnel are encouraged to coordinate with their respective human resource, accounting, or payroll offices regarding the actual payment schedule and individual eligibility.
With the existing DBM policy requiring payment alongside the first November agency payroll, eligible government workers can expect their FY 2026 Year-End Bonus and ₱5,000 Cash Gift in accordance with their agencies' payroll processing schedules.
