Several local government units (LGUs) have announced the suspension of classes or face-to-face classes for Monday, September 21, 2026, due to different local circumstances, including unhealthy air quality, school safety concerns, and activities related to the observance of the anniversary of the declaration of Martial Law.

As of Sunday evening, September 20, confirmed announcements have been issued in parts of Metro Manila, Cebu, South Cotabato, and Sultan Kudarat. Some schools will shift to Alternative Delivery Modes (ADM) instead of holding in-person classes.

NATIONAL CAPITAL REGION (NCR)

City of Manila

• Face-to-face classes suspended

The suspension comes in connection with activities surrounding the observance of the 54th anniversary of the declaration of Martial Law on September 21.

CEBU

Cebu City

• Face-to-face classes suspended

• All levels

• Public and private schools

The city announced the suspension amid unhealthy air quality conditions, with atmospheric conditions expected to remain unhealthy on Monday.

Carcar City

• Face-to-face classes suspended

• All levels

• Public and private schools

• Carcar City College included

The suspension was ordered because of poor air quality affecting Metro Cebu. Schools have been encouraged to implement appropriate Alternative Delivery Modes to continue learning while minimizing exposure to unhealthy air.

Talisay City

• Face-to-face classes suspended in all public schools

• Private schools may decide whether to suspend classes

• Talisay City College may make its own determination

The precautionary suspension was also prompted by unhealthy air quality affecting the area.

SOUTH COTABATO

Banga

• Classes suspended

• All levels

• Public and private schools

The suspension follows the recent shooting incident at Banga National High School, as authorities continue to address school safety concerns.

Surallah

• Face-to-face classes suspended

• Elementary to Senior High School

• Public and private schools

Norala

• Face-to-face classes suspended

• All levels

• Public and private schools

The Municipal Government of Norala announced the suspension to allow local government and education officials to conduct an emergency meeting on school safety measures following the incident in neighboring Banga.

SULTAN KUDARAT

Lebak

• Face-to-face classes suspended

• All levels

• Public and private schools

• Classes will shift to Alternative Delivery Mode through modular learning.

Cebu Air Quality Remains a Concern

Several Cebu LGUs have suspended in-person classes as unhealthy haze continues to affect the province.

According to local reports, the Environmental Management Bureau Region VII recorded an Air Quality Index (AQI) of 271 at the Metro Cebu monitoring station on Sunday morning, classified as “Acutely Unhealthy.” Learners, teachers, school personnel, and the public have been advised to limit unnecessary outdoor exposure and observe appropriate health precautions.
